    Decision makers do not have the patience to properly comprehend the analytics,neither do they appreciate the importance of the analytics. Policy statements are usually too general to be useful, and the programs actually launched are more influenced by local needs at particular points in time.The use of analytics, more often than not, are relegated to the researhers or consultants who have been appointed to conduct the relevant studies. Of course, they too have to be diplomatic in presenting their reports so as not to insult them with too much teachnicalities, or embarrass them should the findings go against the interest of the stakeholders. After all, client is king and client dissatisfaction could adversely affect future revenues.
